Yes he was wearing a lifejacket. he was close to the sluice gates when his boat flipped and it pulled him into the hydrolics and kept him under. there was nothing anyone could do
If they are generating at the steam plant, back and forth through there can produce(also pick up a few walleye)
They are running the sluice gates not to bring the lake down, but to put O2 in the river for the trout. They don't care about the fish in the lake.
Take them apart and clean all the old grease out, flush with W.D.40 then regrease them. that will solve your problem unless something is broken

Well you did say Cumberland River not Lake Cumberland so I thought you were going to fish below the dam. Some were still catching on the night bite and some are catching pulling boards.
