Got this as an e-mail on Christmas morning. It has a down loadable attachment that I didn't download. I have no idea what this is about but my thoughts are it's some kind of spam or virus.

That may have been a very wise decision on your part. I don't think a prank letter like that would be a great Christmas video.
A few days ago I visited my yard worker's Facebook page because I received an e-mail notice of a post from him. I did and had a notice from Facebook that my page had been locked down because someone outside my area had tried to log onto my Facebook page. I finally got Facebook to help open my page and it was one big mess. I had the guy's personal information mixed in with mine, an unknown birthdate, and crap that neither of us know anything about. I did finally dig around into my computer and find some information from LaVergne, TN. When I have time I am going to look it up again and get the IP address and other pertinent information. To say I was angry is an understatement. I think I am finished with Facebook.
I don't think any official government business is done via email
The choice of words and phraseology is just plain wrong and awkward too.
I did a Google search of "Notice to Appear" and found this result. Turns out I was smart to not download and open the attachment. I ain't as dumb as I look!!

A fake Notice to Appear at court claims you need to bring all documents and witnesses.
Attached zip file contains an exe virus or trojan horse.
Spoofs some law firm domain like jonesday.com, lw.com, mwe.com, or hoganlovells.com in headers.
This is an Asprox botnet email spreading Kuluoz / Dofoil malware.
Jones Day, Latham & Watkins, Hogan Lovells, and McDermott Will & Emery are real law firms, these emails are NOT from them.
