Yes to rope lures and rebel craws. Use work gloves to hold their head to remove rope and use thin rope. Just dont set the hook. You can also use a shallow jerkbait or original rapala with super sharp tiny hooks. I had fun one day blowing up small baitfish with a syringe and floating them down over a school of gar on the river. It was a hookup on every cast pretty much. I used to fish for them a lot, now I just shoot em with a bow.
