When looking at the depth finder and you find bait fish and the fish are suspended over or under the bait fish, does that mean a whole lot as for as the fish feeding at that particular time?
When you find these bait balls look for long streaks going through them. Thats indicates active feeding fish.

Sounds to me like Roadrunner is not worried about them being over/under the bait fish. I need to get my spoon out sounds like.
Reason I asked this question was because I had heard there is a difference. Went to Dale Monday and did not get on the water till about 3 PM and fished till about 11 PM. Hoping to get some walleye by trolling and also did some jig fishing but NOTDA a fish but one crappie while trolling (it was a big crappie). But all the fish on the graph were staged over the bait fish that we saw nothing under them. This was definitely a bad day but I will be looking for the day the fish are stage below the bait fish and if they are biting I will have my answer. Thank you guys for the posts.
Rusted hook was correct if you see the streaks they are actively feeding however if you see a ball of bait and what you think are fish in or around the ball of shad i am going to throw surface/spoon/spinner bait/ lipless crank bait at them.
