I would think you'd need a Tenn license to fish anywhere below the KY/TN line. I don't think we have a reciprocal agreement with Tenn on the Cumberland River.

I've done a majority of my fishing below wolf creek dam up near the dam and very little downstream. I plan to make some trips to the Burkesville area this year and fish that area maybe even further down. My question is, do I need a Tn fishing license if I drop into Celina or below?

If your boat is in the water in the state of Tennessee and you are fishing or have fish in the boat you will need Tennessee fishing license regardless of which state you catch the fish in.
If you catch the Fish in Ky and want to bring the boat to Celina to load up - you better have TN fishing license.
That is straight from the man's lips.
You have about 70 miles of KY water and 3 ramps between Burkesville and Celina. Years of exploring worth.
