In my experience that is when the steering cable is starting to go bad on you. You can try greasing everything good but it will only get worse. Mine is the same way right now on my current boat.

The steering on my boat is tight or hard to turn, its fine when running and trimmed up, What makes it so hard to turn when motor is down and idling? How can I correct this? inject oil into steering cable? Any help appreciated.

Not a mechanic but I agree. Cable going bad in my experience.
Try greasing the exposed part of the rod where it slides through tube by the top inside of the transom. There man be some geese nipples there too to that you need to geese.
Sometimes if one never does this grease job doing it can fix the problem but if you are already greasing it is probably the cable.
Same with motor control cables. When they get hard to use, need new cables.
