Why would you want to keep them anyway?

I hate to keep beating a horse here but has anyone finalized whether or not the 18" size limit for smallmouth on KY lake from 68 bridge to Paris landing "is" the official measure? I know bassmaster and FLW/BFL are calling 18" the measurement to keep 'em. Boy this sure is confusing alot of guys myself included.
Why would you want to keep them anyway?
how can there be a size limit on a partial body of water?is is the size limit 15" by the state?
smallmouth are as yummy as crappie up to 16 17"ers..
Kentucky lake crosses into Tennessee from KY around Blood River and we have recipricol licenses from one bridge to another. Pickwick lake in Alabama is the same way it borders Tennessee, Alabama and Mississippi. And I have heard/read that Tennessee was adopting an 18" size limit on smallmouth. With that said - with the lake crossing into Tennessee there have been articles and such that say that:
- you can have a 15" smallmouth in your possession as long as you are on KY waters
Which is fine, but to reduce "cheating" (and I use this term VERY loosely) or misunderstandings some tournaments are adopting a 18" smallmouth size limit because many fisherman travel beyond the 79 bridge in Paris TN to fish where the limit IF it is in effect is 18" ???????
should just make it 18 for the whole lake, that sounds like something to cause a lot of weigh in rucus..but i am sure kdfw would want to be difficult.
