Tournament Question?

I am working on Zoneton Fire Departments 5th Annual Crusade For Children tournament set for Saturday Sept. 10 at Rough River (State Park). Last year was a outstanding year for this tournament with 95 boats. I had to turn a couple of folks down, because i had a boat limit on my application. I am not sure if I have to get a permit if we go over a certain amount of boats or what. I heard that the permits are free, but i can not seem to locate it on the website and get a answer on how many boats i have to have to need one. Any answers will be greatly appreiciated.
