What techniques work when fishing shallow in water with a heavy layer of mossy grass on the bottom?
In this case, it's a 100 acre reservoir with very little rock, shoreline structure or submerged timber...
Any suggestions are very appreciated.

Weightless Yum Dinger, Flukes, Spinnerbaits, Topwater. This is the time of year for all that good shallow bait tossin.
I use a Stanley Ribbits Topwater frog in thick surface vegitation like moss.
I would carolina rig a french fry
buzzbaits, burning sb's, and any plastic weightless rigged extremely weedless with hook point buried in.

I just rig them texas rig (no weght) wth a 2/0 or 3/0 EWG Gammy. They are plenty heavy for casting with baitcasters. I don't use the Stanley baits but when I use Zoom Horny Toads I always let them fall when coming to a hole in the grass or when pulling away from the grass line. I think any bait that can be paused and twitched around cover is a good way to fish them. JMO.
My favorite buzzbaits are Cavitron. I have used others but always come back to the Cavitron.
