what did you oil the bearings with? This could be the problem.
Too much oil and if the wrong kind will definitely not make it fluid, smooth and FREE.

Hey guys I'm kinda new here and I'm trying to fix one of my reels it's a shimano Cardiff, in the way of saving money And wanting to learn more about my stuff im gonna try to fix it. I cleaned it and oiled everything up and it is smooth and just picking it up it seems awesome but I cast and its like it just lock up and doesn't cast I love the reel it's just not casting and I am not sure if its the bearings or what any information is good info. Thanks!

bassmaster magazine has a good article on reel cleaning this month.
How did you clean your bearings? They need to be flushed out. Then very little oil put back in them. Best thing I have found is.. Rpm Bearing Blaster.. I actually got it from a Hobby shop. Cost $8. You can see them on youtube. And as stated earalier.. Amount of oil and oil type does make a big difference. Look up miniature bearing care and cleaning. You find a lot of good info. Some of the best info I got was from Radio control car owners, and of all things.. A yo-yo champion..lol... They use the same bearings as our reels do!
Check the thumbar disengagement and make sure it is in proper position before replacing the sideplate. One thing about the Cardiff's dont tighten the drag down to far or you will put stress on the roller clutch bearing housing causing it to seperate from the side plate throwing the gears out of line and cause them to bind up.
