Private ramps at Cumberland?

I was up in Beaver Creek the other day and saw what looked like a few private ramps. I'm new to bass fishing so I wasn't sure if these are accessible to the public or what?

There are quite a few of ''those type'' ramps on the lake, they are like Drugs just say no...
You use them and you may come back to no cataylic converter or much worse. Stay with the heavily used and well lit ramps on the big C.....Meth heads always need a fix.

This is s serious issue down there, Laurel is getting terrible to.
