Cave Run ramps accessible at winter pool?

Can someone tell me which ramps on Cave Run are still usable after they draw down to winter pool? Preferably one that is on the western side?

I went last year in early December and the Leatherwood ramp was completely useless, and Zilpo is locked beginning in November. I ended up having to drive all the way around to Claylick and then drive back out again to buy a parking permit. The FS website just lists the ramps as being year-round but that just means they are open to traffic, not that they will actually let you launch your boat at low water.

The only one that I know is useless at winter pool is Leatherwood. Warix might not be usable either. Longbow, Clay Lick, Alfrey, and Scotts Creek are still ok to use. You have to have a pass at all of these. Only free ramps are Leatherwood and Bangor.
