I've never really started one, but have given it a lot of thought, and discussed it at lenth with dew from this site.
I think you would almost have to take a leap of faith in the beginning. You would need the essentials, a scale, several weigh in bags, and some way of tracking the weights... paper or computer would work.
Then you would need to draw up your rules, decide you payback, remember if not 100% payback, you may face taxes.... also you may need to incorporate to protect yourself from liability issues if your waiver of responsibility is not written correctly.
Once you have all that worked out, you pick your locations and your dates, announce them... print fliers and put on trucks at ramps, bait stores, on here, WalMart... anywhere you can think of including boat dealerships.
I would love to start a little four or five hour tournament on the Green River around Central City or even up to Livermore, but have not been able to find enough interest. It'd be bad if you were the only one to show up, but at least then you know you would win!!! LOL
I'm sure others can help with additional ideas on starting your own tournies.
