I like to Trout fish in Cumberland River and also go Striper fishing up in Cumberland Lake if I Fillet the Trout can I use the Heads for cut bait legally

No. You cannot use sport fish as bait under any circumstances. Pieces, parts and heads of trout count as sport fish.
