I'll start off by assuming that what I'm seeing is a standard Johannsen metal fish stringer, with a phlange length of 75.12 millimeters.
I'll also assume that the young boy in the picture lacks any sort of abnormal gigantism or dwarfism condition that might affect the size of his hands.
Next, I seem to perceive slightly muted midtones in this photo, which is characteristic of the Canon Sure-Shot A1, either a series 101(b) or 101(c). If this is the case, then we can expect a slight deviation toward the positive from normal depth perception due to the camera's well-known autofocus abnormalities.
Using the standard [((Girth x Girth) x Length) / 800 = weight in pounds] formula only after weighting each of the three factors above and adjusting for any statistical outliers, I can say without reservation that fish is 28.929 pounds.
