I believe you can fish any part of the Ohio River and tributaries coming from the Indiana side with an Indiana License. You can't go into tributaries coming from Kentucky unless you have a Ky license.
This seems to be what I remember, but it has been a few years since I have looked those rules over. Your best bet is to check the IDNR website.

I have been approached by KY F&W to check my KY NR license while fishing the main river (no where near a creek). This was below the Cannelton Dam and was fishing blowdowns along the bank.
I gave him my IN license first but told us we needed a KY to fish the river on that side.
He was wrong. KY/IN has a receprocosity agreement for the Ohio river. Someone with an IN fishing license can fish anywhere on the Ohio River (including bank fishing on the KY shore) except for creeks and embayments on the KY side. Just had this conversation with a friend today and he said a friend of his told him he didn't need a license to fish the KY side of Cannelton. From past posts I told him he was wrong and he would need a KY license. Well I just called and told him I was wrong. Thanks for making it clear.
I agree w/ the other guys, you can fish Kentucky side, but not into the tributaries.
