The Corp of Engineers sells the launching permits for $30, their office is located near the dam on Barren River Lake. The permit can be used at any corp lake across the country.
I do know that Barrren River State Park ramp, Browns Ford, and Walnut Creek do not require the launch permit.

If you are over 60, you CAN also buy a one time Golden Passport and get the ramp pass for $15 each year.

You can call any of these three and order your annual pass over the phone with a debit or credit card. takes about 3 days to get once I purchase it.
