This one, like the others, is just spin. Very vague. The NCAA "takes an aggressive look" at players all the time...not just from Kentucky. That's what they do. It so happens that we have back to back top recruiting classes and we just put 5 in the big leagues. However, as someone like TMZ that is relatively new to the sports reporting side of news, it generates a lot of buzz to do a write-up about it...especially given Cal and the record 5 lottery picks. It's a stretch, and likely much ado about nothing. We already know about the Bledsoe situation (old news), the NCAA is well aware of John Wall's past...he had to sit some games, remember? I'm sure they are "taking an aggressive look" at some of the inbounds, because again, that's what they do. Kentucky Basketball is a franchise that generates a lot of attention, so it's only to be expected that people write about it. Everyone just might as well get used to it. Maybe one of them will hit pay dirt one day and break the big one that takes down the Big Blue Nation...until then, I'll wait for somebody other than TMZ to report on some specifics.

It's not illegal or against any current NCAA rules to manage the business affairs or the money of a player, as long as you aren't a certified NBA agent. Clifton became a certified agent at one point, but withdrew his agent status before he ever signed anyone...
Clifton isn't John Wall's agent. He may be a business manager, and may have negotiated the shoe deal, but that's not against any rules.
