It always starts great. and if you stop running and idle around you can take back off, no problem. but if you stop to fish for a few minutes it's terrible getting back up. i've put an electric fuel pump on it, I don't think it's a fuel problem. it will start up and when you throttle it up it acts like it floods out. if you put it in neutral rev it up to 2 - 3000 rpms get it back in gear it might take off. does anybody have any idea. if you do get it up it will fine all day long until you stop again. could this be the carbs. they have not been rebuilt.

Carb or newer? Sounds like a choke sticking,I run blue stayble in mine to keep it cleaned out block and carbs.
I have run lots of older omc engines 150gt,200 gt,200 venom,135 v4 crossflow and a 140 crossflow that im now running it does tend to flood a bit after stopping but a floored foot peddle does the trick or elevating the engine to clear it out.Its a 1977 model so seen a tad bit of use.But it will restart anytime later cold,just warmed up its a hassle at times.After it fires up 1 min at idle tends to fix it.

id back that pressure down a tad. 9-10 is just at or past the limits of the float seats. you are right on the verge of dumping excess fuel in the carbs, if youre not already.id shoot for about 6-7 lbsCarb or newer? If you go to BBC and make a post in the Evinrude discusson fourm make sure to list your engine serial number. There is a cetified Evinrude mechanic by the user name ChampionMan that answers questions daily on the froum.There is also other Evinrude mechanics that answers questions plus there is regular day "Joe's" that answer if they think they know the fix. It makes things easier for the Evinrude mechanics when there is a engine serial number because some motors had modifications made to them by Evinrude in the middle of the production year. The serial number is the only way to identify the exact motor in question. I would also leave a clear description of the problem.
I had an older Johnson with similar type issues. I tried everything to get it to run right. I finally knuckled down and rebuilt the carbs myself. After that, it ran like new. The needle was worn down for the float is what looked to be the culprit.
too much fuel pressure,should not need over 3lb..probably blowing the needles open,check for any signs of leakage in lines etc.take the air cover off and see if any fuel is puddling at idle or when it is setting with pressure built up,may even hear the pump kick in too.may need carb build too.
