Are they saying that blacks are more likely to not want to be educated because the home is a fatherless home? Gubment home? Hispanics don't speak the language but still get to go to English schools and bring the whole class down? It takes to much time from the teachers for one or two kids and the rest of the class suffers? So instead of enforcing rules which I assume are already in place to pass classes or graduate based on grades we will break it down to classes/groups of people so everyone passes according to their home life, financial status, intellectual ability or race?
