The way i read it. It is closed to all activities of the public. Cant do anything there
Did they give a reason why it was closed?
That notice was originally posted to the Corps page on 19 Nov 2012. Today, I found this one that was posted back in June 2012. I think the current marina owners lease was coming up for renewal, as they lease the area from the corps, and I bet the corps bid the site out, and someone out bid the current leaseholder or maybe the current lease holder just decided not to renew his lease. On the Corps Barren River Lake page it says: The marinas at Barren River Lake are owned and operated by independent business owners who have a variety of lease arrangements with the Corps of Engineers, the State of Kentucky, and the Allen County Fiscal Court. Notice follows :

I called today they said the ramp is open, they hope to have the marina open by summer sometime.
