Catching bait this time of year

I need fresh skipjack for bait, and haven't seen one caught at the falls all year. It seems there is a lack of shad below the falls, which may contribute. Where are other places I might catch a few around Louisville? Also, after skipjack, what is the best alternative for catching some blues?

We caught about a dozen skipjack below the dam at Tville yesterday off roostertails.

my biggest blue came off a big bluegill with the head cut off. I've caught a lot of fish on bluegill when bait is hard to get.
