I'd say Cedar Creek Lake, & Taylorsville Lake would be your best bets for either of any size.

Beaver Lake (Lawrenceburg) open banks 50 foot right of way, Elkhorn Creek (Georgetown) 2 parks and some open banks. There are also some KY river locations but I can't name them.
check out a list of the fins lakes on [URL]http://fw.ky.gov/Education/Pages/Map-of-FINs-Lakes.aspx[/URL] and you should be able to find a lake there that may work good.
I second Elkhorn Creek in Georgetown. I haven't fished for bluegill there but have caught a boatload fishing for bass. The pool downtown across from Cardome has quite a bit of bank on both sides of the creek. I think the track side of the creek my be owned by the subdivion that backs up to it but I have run on the track with no one saying anything.
I don't know your budget but you can rent johnboats at Stoner Creek and Guist Creek Lake. If you had a buddy to chip in, I don't think it would cost much. Steve
