I would simply bounce power bait off the bottom. Especially if the water is low. You could also throw rooster tails and Rapala's.
Do you mean wolf creek up by Russell springs on lake Cumberland or do you mean Cumberland river below wolf creek dam? if you are talking about the river, you had better have someone down stream to pick you up because you are not going to be able to paddle back upstream when they turn on the generators.
