You should listen and learn. The US Constitution give the States the responsibility to pick the The winner for each state. And the State Legislatures write the laws on how that happens in each state. In PA the GoP controlled the legislature that wrote the laws that won't let them count the ballots until after the election is over. Another form of GOP voter supression. But the Supreme Court said that in PA they can count the votes that were all received before election day was over. Those votes are being counted. Any that were received after electionday and that were not postmarked before election day was over are thrown out. And those that were received after election day and were postmarked before election day was over are held in a separate bucket. They are so small in number that they won't even effect the election results in PA. And all Biden needs is 17 electoral votes to become the next President of the USA. And PA has 20 electoral votes for Biden.

Not going to happen. There would be riots in the streets like you have never seen before. More so than during the American Civil War. Any state official that even thought of bypassing the votes would suffer badly in more ways than one.
Biden is getting more and more votes in PA and is easily leading and will very soon reach 270 electoral votes and become the President-Elect.
The voters will decide who the next President is not some dirty GOP Politicians.
