Click on the link for the day pass. It looks like you can get one through the mail now, however I didn't see a list of locations where you could go to get one in Louisville. There were some documents that had phone numbers and email addresses, so I'm sure you could contact them that way to ask. I usually get mine down at Barren at the Narrows campground or the COE office over by the dam.
If you are talking about the Annual Day Use Pass, sometimes referred to as the Ramp Pass, here is the site you need:

Click on the various links and you can get get a mail in form.

P.S. Dizzle and I were posting at the same time.
Grumpy, I have always just downloaded the application and mailed it to the COE office at Nolin,

The form has phone numbers on it for a few Offices and you can call and order the pass via the phone using your Visa/MC if you wish.....
I tried the month of January to order one, and they never had any in stock. They kept telling me to try back then came the announcement that they were closing Halcomb's Landing (Cumberland) anyway, so they knew something or I got lucky.

I mail mine to the Rough River office, but there are a bunch of places listed on the mail in form.

I always take a check with me to the ramp when I go, and put it in the envelope provided, takes care of that day and the rest of the year, and will have the pass by the next weekend. They are really fast..
Sorry Ryan you can't but them in Louisville! More boat owners live in Louisville than any other place in Kentucky so the corps doesn't sell them there. Makes sense doesn't it? You can buy a permit at T-ville.
