Something is a miss there, unless BOTH of those props are garbage you should have no trouble spinning them up to higher RPMs. One of three things here, one: Your throttle linkage isn't allowing the carbs to open up all the way and not getting to WOT. Two: You motor is sitting two low and not allowing the prop to get skinny enough to spin higher RPMs. Three: Both props are off. A number of other things could be going on here but I would try the throttle linkage first. You may want to try over at bassboatcentral.com Those guys know all there is to know about boats.

you may need to have it resyncronized,carbs,linkage and timing,when i put this rebuilt one i have now on they backed the high speed timing off a few degrees to keep it from blowing and they fattened up the jets so it runs richer,i lost 300 rpm and about 4mph and an hours worth of work fisxed it,set the high end timing and it picked right up where it left off,that boat should runmid 60's loaded and it should turn about 5600 lightly loaded,you are now on the bottom end at 5200 so there is no room for weight.stay with the raker.
do not lower your motor rakers like to run high,set it so it blows out slightly when you come out of the hole raise the motor until you don't need a lot of positive trim to get her to fly,it will walk some regardless.
