I dont really know who is close to you,,but if you have surge brakes which are not electric its probably the wheel cylinder is corrodid if just one wheel is doing it but if its both wheels its most likely the master cylinder at the front of the trailor. Mine did this on one wheel ,, I replaced the cylinder on that wheel,, readjusted the brakes and was all fixed. Its not real hard if you have any prior knoledge like for cars and trucks. If you need them I have two complete used wheel hubs, rotors, bearings, bearing buddies, calipers, and brake pads for UFP axles.

Dbl D - I have changed brake shoes a time or two, but I explained it to someone that knows alot more than I do and he seems to think it is in the master cylinder. Both wheels where LOCKED.
The safety cable that engauges if the trailer comes off the ball and locks the brakes seems to be stuck. It is not retracting it seems to be pulled to the end @ all times.
21ss - I don't believe it is in the wheel cylinder. When I get someone to look at it and if they tell me different I may take you up on the offer. Let me know how much you want for the set. Thanks again

Check this page out should help you. Happens to me from time to time and I found out that my youngin has been pulling on the safety cable.
