The Grumpster is all over it. Just to add a little caviat to his advice is use a hammered blade it will give more vibration and thump. Also use a shortarm spnnerbug so you can let it fall and the blade will rotate on the fall.
Strike King has one called Midnight Special Get a black one, That will get you started as to what one looks like, and you can go from their

oh through it out let it go to the bottom reel in the slack and I lift it about two foot or so making sure that you feel the blade thump and let it fall on a tight line and expect to feel the Big thump JMO
These guys are spot on...don't forget a trailer hook though. Buzzbaits are awesome at night too....love hearing and feeling the hit instead of seeing as usual! Use black here also.

AS a trailer try a Uncle Josh pork frog I've always used black and I thin it down about half . It's produced smallmouth over 6 lb. over the years. I like to throw right to the bank then pump and drop .
As others have posted use a dark, 3/8 or 1/2 oz short arm or drop style spinnerbait. Throw it up on some rocky banks or across a drop off and when it hits the water keep a semi-tight line and feel it flutter to the bottom. As soon as the flutter stops, give it a gentle sweep pulling it up a foot or so then gradually drop your rod while reelling slow so that the bait "slow rolls" back to the bottom and repeat when you feel bottom again. Do this out until it gets deep enough that it is difficult to get to the bottom. One of the main things is never let it sit on bottom and when you get in the grove of its feel and the slope of the bank you are fishing you will get to anticipate when it will contact bottom again.
I have never night fished Cumberland but on other lakes I have used this technique I have found the fish anywhere from 5' to 15' deep. Cumberland may lean a little deeper on the bite being clear and all and you may have to go up a notch or so on weight if you aim deeper than 15'.

Thaks everone for info, sounds like i have been using the right bait maybe wrong presentaion. I will keep trying.
There is another night spinnerbait that will produce besides the short arm spinnerbait that Stan Sloan made so famous. I use 2 types of spinnerbaits at night, one I call a drop spinnerbait - the short arm version and the other is a 1 oz spinnerbait. Normal version of a spinnerbait with long arm, HUGE single colorado blade that puts out a tremendous amount of thump. I use it on flats next to the river channels, on ledges and points. Cast it out let it go all the way to the bottom then SLOW reel it in trying to keep in contact or just a few inches above the bottom AND MOST IMPORTANTLY KEEP BOTH HANDS ON YOUR ROD!!!!!. There is no more violent strike than a Smallie hitting a slow rolled spinnerbait and I have caught my rod in mid air as it was getting jerked out of my hands over the side of the boat on 2 occasions and Dave Stewart has has several of his clients lose rods over the boat with this technique. I also do something different on points in that I will actually put my boat up on the point in a few feet of water and cast deep bringing the spinnerbait up the point and across the point. You will get hung up a bit more but you will also catch more fish. Punisher Lures and Booyah both make a very nice 1oz spinnerbait if you are looking for one.
I don't have alot of experience with this but another good night time sm spinnerbait is made by war eagle, they make e-m in black/red and black/purpel in 3/4oz. and they have worked well in the past. as usual don't forget a large bodied trailer that will help slow the fall and as always a trailer hook.
