Throw smaller baits on the river. It might take some time but finding isolated areas and changes in depth that present current breaks is going to be key. You may or may not see the breaks on the surface. I'm unfamiliar with the area, but do fish on the Ohio River some.
Any luck with finding some green grass in that area?

Try fishing the rocks on the Indiana side just across and up river past the island. Caught some nice spots there. Also try fishing the mouth of the pits (upriver from the rocks) on the Indiana side caught some good smallies there. Just watch out for the barges entering and leaving as the need alot of maneuver room when picking up barges outside the pit.
