Certainly! If you're 6'6" tall weigh 275 pounds, and are carring two semi auto matic pistols in plain sight. Other than that, why would you want to? Although I have had occasion to pull close to a ramp, and ask folks to please move their lines.
At the ramps I put in at there are signs saying no fishing from the dock and no blocking the ramp. Well, routinely people set up shop on the ramps and fish from the dock. It pizzes me off to no end.

LMAO
so, you want to put you boat BY the water, but not IN it? hmm
If you try to put a boat in Elkhorn Creek at Great Crossing on a summer Sat., It will take around 10 minutes to get all of the people, lawn chairs and coolers off of the ramp.
i wish someone would do something about it. people get pissy when you pull up and ask them to move so you can put your boat in on the BOAT ramp. o well /end rant
My approach.
1. Ask politely and courteously, all folks deserve respect.
2. When ready, back in slowly. All folks deserve the right to get out of the way.
3. After launching, pull out slowly. Anyone run over deserves the right to see it coming again!

I bet they wanted to fish from the bank, and only took the boat because it had rod holders. Besides, who wants to hump the rods, tackle box, chairs, and beer cooler down a ramp when you can just tow it all in?

I fish from that exact spot quite a bit. However, I never have all of my stuff sitting there and I get out of the way the moment I see anybody with a boat pull up.:)
I hope it's not illegal!
it only cost me 150.00 fine to leave my trailer in the water 5 min. to test my motor . it was the middle of jan. and 15 degrees .
