I was planning a vacation to Panama City Beach and planned on fishing the pier by Treasure Island Resort and was wondering do i need an out of state license to fish the ocean?
I am not sure about piers but if you fish from the shore or a boat you will need a non resident license. $49.50 for an annual, and around $30 for a week and around $20 for a 3-day.
Check on the link below for Florida Regs, but looks like you will need to but a Lic.

No. The shoreline fishing license is available to Florida residents only. Nonresident saltwater anglers must purchase a regular nonresident saltwater fishing license at $17 for three days, $30 for seven days or $47 for one year, regardless of whether they fish from shore or a vessel. These prices include administrative fees, but handling fees are additional.[/I][/B]

Unless you are fishing with a licensed guide on his boat you will need a license...
If you have to pay to fish the pier you dont need a license.
