You could use small grubs. Tie on 3 at a time with 1/8th oz. jig heads and different color grubs until you figure out what color they want. Reel it in erratically near the surface. That should do the trick. Or you could just use a throw net.

If they are big ones, I would through a Flitterbait past them and burn in back. You wont be able to reel it fast enough. They love it when the lure is going full speed.

Sabiki rig best choice. Rigs come in various sizes. smaller rig for smaller skippys. Ther way to fast so I wouldn't expect much luck with a throw net. They don't bunch up like shad. Shad darts and small spoons (castmasters) when there are larger skippys present.
