All kidding aside. If damages significant, you may want to consult an attorney, provide the pictures. They can often work thru the District Attorney to get help ID'ing the owner, and then you can pursue a suit for the damages to the trailer, as well as punitive damages as he depart the scene of an accident.

I appreciate the kind words of advice. I have the vehicle owners name now and the County Attorney says he has a warrant.
The Russell County Sherrif Dept has made this as difficult as possible. I recommend you avoid them if you can.
