Seems early on more ships could have been rerouted. While it’s a long way to the east coast, increasing transit cost, and increasing product cost on the shelf, the maker has a greater business loss if none of his product gets to shelf even if avoiding increased transit cost.
In my supply chain experience, at first indication of a bottle neck, you identify route causes and implement alternatives. Better to increase transit cost and bring product to sale, then drive shortages, reducing sales.

A big part of the problem is that the old system relied on the free labor of independent port truckers, who often had to load their own trucks.
They were the slack adjusters in the whole system.
