While for the most part I agree with you that a public lake is just that a public lake. We had our pontoon on Barren River at Pennsula dock and they did not stop fishing in their are except where it could cause concern for power sewwage and water lines. They were very laid back and they were fisherman too. But on the part of saying if it is on the water it is open season, you can fish on it. I paid pretty good money to have my boat ready to run as soon as I could get to the water, but every trip I would find a new surprise waiting for me. No less than 5 times in 9 months did I go down and found hook of diferent shape and sizes hanging all over the seats. my bimini top, counsole, and just about any where else you care to look. fishing an empty dock is one thing and causing a couple of hundred dollars worth of damage to another boat. is another
hey poppy i used to get a lot of baits off our pontoon cover at nolin and wrapped around the rails.I quit putting christmas tree piles around it because of it to keep them from fishing there.it ruins a cover and seats very quickly when they yank and pull with 20lb line.

I agree that is the negative part of fishing docks and boat slips, some knucklehead will pull a move like that and help ruin it for alot of other anglers. Even have to be careful of the hooks that were left below the water line on the docks. I don't like losing the ability to fish certain marinas but in most cases i can see where they are coming from.
Kentucky does have a law to protect sportsmen from harrasment. I would consider it harrasment if someone was yelling at me or throwing rocks. If the law indeed does not permit dock owners from posting then I would turn it around on them and call the law and press charges for harrasment.
The way I have understood it, is that on a C.O.E. lake, it can be written into the marina lease as to how far they can restrict fishing.
