DJD, you're right, not just the wealthy had an opportunity to evacuate. When you get right down to it, really, of the people who ended up having to be rescued (or drowned), the majority had time to evacuate, they simply refused to do so. There were some who really had no chance, such as poor people with no vehicles who lived in areas where walking out would have meant walking 20 or 30 miles, or more. I mentioned the people in wealthy neighborhoods because that's who the video at Catfish Bob's link talked about. But the point I was trying to make is that the statement "if you didn't have a car you weren't allowed to leave the city" is - well there's no other word for it, it's a LIE made up by CONSPIRACY THEORISTS.

Another LIE. Obama has signed no such order. This comes from an Internet chain letter dating back to around September of '09.
