I'd believe that. I bought a Indiana DNR boat off e-bay a few years ago. Man that thing was beat up...
I love summer bassin on patoka this year since june I have caught two bass that weighed 6.75lbs with plenty that weighed around 4-4.5lbs. I got checked by the dnr a couple weeks ago and I can't complain they never came close just asked us to hold up are fish and life jackets. they even sat there and b.s. with us for a while before moving on.
Best lake i love to fish in Indiana..besides Lake Monroe....Never ever had any problems with the DNR. They do their job in a very professional manner always when and if i have ever been stopped and checked by them.
