It may be considered to not be a good policy to keep a egg laden Bass ... if we're talking about a lake or some body of water that's considered a good fishery ... but, Jacobson is no mecca for any species of fish, nor for any numbers of large fish. That being the case, I see no problem with taking ANY legal fish from there.
I do, however, see a problem with taking more than the established limit ... regardless of species. And I can't tell you how many times I've been there & seen that happen. I've even had people BRAG about it, to me. So much so, and so often, that I don't even bother to go there, anymore ... even though it's <5mins away.

I'll take it one step farther I think there are too many tournaments on ''some'' lakes period. Guist creek comes to mind and a few other small impoundments. APB doesn't **** at anything as far as I'm concerned and we know exactly when to let Stripers go and when we can't. I've been fsihing Cumberland for a very long time and fully understand the mortality rates and water temps that effect the Rockfish. Carrying a bass in a bag and swinging it around fifty times in 90 degree heat is a lame comparison.

To me length is the best way to measure a bass. Weight fluctuates in the seasons for bass. The CPR method the kayakers use or something similar is better.
