I'd blame Obama if he didn't help the people that were displaced by the Katrina Storm. Katrina affected multiple states and cities. The scale of destruction was over whelming to the locals and even the States and Federal Help was absolutely Necessary.
Ferguson was easily handled by the State Government and the City and Obama did send in Federal Agents right away to watch over things to make sure that the local authorities and State Authorities were doing the job and I'm sure if they asked for help he would have sent in help in the form of what ever the Federal Government could provide. Ferguson only affected a few city blocks and the Governor already had the National Guard in the area the first night but I guess they didn't expect the Step Father of Michael Brown to start a riot by yelling "Burn the B... down". They sent in an addition 1200 guard troops the next day and the police were much more aggressive. They arrested people right away and kept the crowds in better control. Less damage was done the second night.
Katrina lasted for months and there was much more work needed to repair the damage and that required Federal Assistance. And Obama didn't say "you doing a good job" to the guy who screwed the EMA up.
Trying to blame Obama for what went on in Ferguson Missouri is really a stretch as that was not really his job and he and the Feds were not needed in the same way that they were needed after Katrina Destroyed several states along the Gulf Coast. Even You (George) has to admit that Katrina was a much larger natural disaster than Ferguson, Missouri riots. This was not even anything like what happened in other riots in the past. This was no where near what the Watt Riots looked like or the Rodney King Riots.
Obama IMHO can relate to both side of the race issue as he's half white an half black genetically. Remember his mother was white and his absent father was black. And Obama was raised by his maternal grandmother (white) and his mother for the most part. He was Harvard Educated and the best man for the job. We all know that people who went to Harvard are smarter than those who went to Yale. :);)

What type of war are you talking about. A race war or a war between the right and left? I hope I'm not here when the wars come. We already had a war and it was a brutal war with thousands of people killed and maimed. That war was the Civil War which was started a long time ago.
