I do. Since you are legally able to keep one fish under the size limit on some lakes as long as you don't keep any others.
My wife and I were fishing for cats and she hooked an undersized bass deep that was bleeding everywhere. I knew the fish ws going to die so I chunked him in the livewell. It was dead within five minutes. I knew the regualtions and I didn't want to waste it.

I understand your reasoning but if you get caught by a game warden, he won't care what your reason is. He just sees an under size fish in your livewell. If this was tolerated there would be people letting fish run with the bait longer trying to deep hook them on purpose. It's a shame but there are people like that.
