The owner or operator of the boat. A citation will be issued. If the officer witnesses the violation then he may chose to ticket that person. Like the seat belt law, if you are the owner or operator of a vehicle on a KY highway, you will be ticketed if a passenger in that vehicle is not buckled up, not the passenger. Somebody will go to court.

Above is true unless the non owner admits to fault and accepts the ticket. It is up to the officer at that time to give it to the other fella, however if he does not admit to fault than guess who gets the ticket. That's right the guy who is already paying the boat payment, insurance, gas, oil etc. Sometimes friends cost you more than they are worth...........:)

HEY GUYS I GET IT this is a trick question first of all yes it is illegal because if their are two fishing the limit would be 12 .. You are allowed to share a livewell if you are both in the same boat. There are some rules about shareing a stringer if trout are involved.

Fish and game regulations and limits are not made to punish us, but are in place so that we can enjoy our outdoors experiences for many years. Be a steward of wildlife and you shall be a Kentucky Sportsman. Here in Kentucky our fish and wildlife are a precious resource.

Not true about the seat belt. If the passenger is over the age of 18, they get the citation. About three years ago, myself, my young son and my 20-year-old nephew were coming home from a Louisville football game. We got pulled over because I was driving a little fast and my nephew was not wearing a seat belt. He got a ticket (I think he had to pay $25) and I got a warning to slow down.

That would be the Ohio River. This is a link to KY's current fishing regulations:

The statewide limits are listed at the stop, and statewide, the limit is 6 per day, possession limit of 12. Scroll down to the special regulations and you'll see it lists a limit of 10 per day on the Ohio. And this includes sauger, walleye, and their hybrids, meaning you can't keep 10 walleye AND 10 sauger, but a total of 10 between the two species.
You've got to pay attention, a number of lakes/rivers have special regs.

Okay found the reg about 10 fish , Just didn't know the boat with 15 fish in the live well was on the OHIO. Guy didn't say where he was at.
