Bush 1, Clinton and Bush 2 all went to congress and GOT approval for action.

AND if you REALLY want to split hairs, Clinton didn't get approval the first time in Kosovo, and BOMBED the hell out of the Serbs anyways. He eventually won approval, but that was only after a second and third vote.
