I've never done asphalt, but I can see where it would be a lot like concrete work. A good bit of standing around followed by frenzied activity to get everything right before it sets.

I've seen this too. You will see four guys leaning on their shovels. Usually it's around lunch time though.
If you have worked construction you know what it's like to actually work for a living. These guys do very labor intensive work and it's not easy.
I've seen private company guys doing the same thing as the county workers. They all are paid by the hour and have no real incentive to work faster and work themselves out of a job. That's up the boss man to get them all work to do.
A lot of the road work in our area is contracted out to private companies.
I used to work for a private contractor right after highschool and I will admit there was times that me and my crew would be just standing around looking at the dirt. BUT when we worked we did work hard. That job was actually the main reason I enrolled into college
