I have an acquaintance that uses one. He's not so sure about it helping to attract fish, but his thought is that it's worth the money if it'll help cover the trolling motor noise, especially in shallow water.

Per Boyd Duckett and Mark Davis:
"They work, but if you use them at that wrong time, I've seen them scare off as many fish as they've fired up."
Not sure if those were the exact words, but pretty close.
