I can see your point, especially knowing how so many people often don't follow the rules as well as they should and it could easily lead to people going faster than idle speed.
I have a 25 hp boat and I wouldn't mind getting to maybe use it on some local smaller waters, but I certainly understand the reasons behind them not being allowed as well. I always thought that they should at least allow the use of the larger motor in order to reload onto the trailer. I could easily just use my eclectic trolling motor while on the lake, but trying to get it back on the trailer without the outboard motor would be a real hassle/hardship. In my opinion if they just allowed people to use their motor for loading at the ramp but not on the water while moving would be a practical solution with less risk of abuse.
