I live less than a mile from Jacobson and drive past it usually twice a day. It gets hammered with the public, but that's what it is there for. I've seen a KDFWR Ford pickup there twice parked by the road in the last couple of weeks with a warden out checking people.
If you are within the law to keep a fish, more power to you. I won't say a word, whether I think it's a good idea or not. Like Don, I choose to catch and release everything freshwater, unless it's a planned crappie trip. It's your personal choice.
You want to see un-policed waters, go creek fishing. I've seen stringers full of illegal smallies...and though it's not my job, I'll call a guy out on it. Maybe they are ignorant of the law and will release them, or maybe they will tell me off. If it's the latter, I have no problem calling KDFWR and reporting it.
The reality is that with the thousands of miles of fishable shorelines in KY, there is no way that a handful of wardens can make a routine presence everywhere. They hit the high traffic areas. Be a steward of your sport and your fishery and help them out. You can tactfully go up to an angler and tell them they are breaking a law. Give them an opportunity to make it right. I did it once to a young guy on a creek with a rope stringer of short bass and he honest to God didn't know. The fella was a bit rough around the edges, just starting to fish, didn't sound like he had any kind of role models in his life that had taught him anything about fishing, and I think he was sincerely apologetic. He released them. We talked awhile. I ended up giving him a few tips on Texas Rigging tubes because he was fishing jig heads in the rocks and constantly getting hung up. Ignorance of the law is no excuse, and I don't tell the story to get an attaboy...I tell it as an example of where "it ain't my job to police the waters" would have been a missed opportunity to help someone out who just didn't know any better. Will you get some "Screw You Pal" responses when you call someone out? Sure. But if your skin is so thin you can't handle that, well, you should probably take up stamp collecting or something. lol
