That is some nasty looking stuff. When I was fishing down there quite a bit I had a "saying"
"Foam....go Home" meaning get back in the car and go home. That was a flufflier more soapy foam though. there would be a lot of it though.

This looks like some sort of nasty foam that separated itself from the currents and was floating onto the Indiana shore last night. Anybody know what this is? There was lots of it down there last night.

OIL, or some petrol based product, whipped up to a frenzy with the water. I created some of that my own trying to clean out of my boat cover.
Just good 'ol river foam
My family has some property in Bethlehem IN. and the water up there is five times cleaner than water around the downtown area. You absolutely do not see foam slicks like that up there. I've got more pics of those slicks and they appear to be coming from the lower dam and then separating from the currents.
I told my wife it's probably fuel or oil in the water, and it's a fair amount. The river should be much cleaner, no excuses.
sewage pure sewage if the truth be known MSD probably accidentally open the poop valve they have that lets out raw sewage ..
I was up in the fossil beds Wednesday water looked cleaner then most lakes I fish.
