If your looking to catch them on top I think conditions are the main factor......not the spot and bait. However, I would start on long points close to deep water and throw a big Zara Spook. Black if it's cloudy and natural/transparent if it's sunny. You could probably always go up the river and catch a few on a pop r but again I guess it just depends on the conditions.

Some of my best top water fish out of barren have been caught on a mini hula popper thrown to shaded areas. I also love throwing a live target frog on 60lb braid in the back of coves that have lots of floating timber, scum and trash.
