According to the report, the former officer had been involved in a shooting before, and that probably had a lot to do with how he reacted. That said, when a person has the authority to use deadly force as part of his job, he has to be aware of every situation he's in, and act responsibly.
We all make mistakes for sure, but by spraying gunfire that quickly, he made too rash a mistake to be given the benefit of the doubt. Not only did he shoot an unarmed person, a pump or bystander could also have been hit.
